No. It all comes from CF. Parks don't individually pay for new rides. It comes from the CF budget for the year.

Maybe Carowinds spent $11 million and Cedar Fair itself is booting the $14 million towards the coaster which equal's $25 million. "To date, Carowinds has spent about $14 million on the S.C. side of the park under the agreement".
