The transfer track is not operated as block brake during normal operation on any coaster in the park. None of the coaster trains are stopped on the transfer tracks during normal operation. Furthermore when a train is removed from service on Hurler, the other train is left in the station. A train may be added on Hurler with the other train on the lift or the block brakes. Ride Ops can't remove or add trains to service, this is done by Maintenance.
Update: Cyclone is the only coaster in which the transfer track is used as a block brake. My guess is Arrow had to do it because of space constraints, but also remember that Cyclone's other train is sometimes stored under station but other times on the transfer track itself.
