Going back through my captures, I stand by my conclusion. They attempted to install that piece once and it then pulled it off. They have done this a number of times if the angles just aren't right. They usually adjust the rigging and then try again. But by this time, there is a semi there to pick up more of BBs counterweight, and a track delivery. The "small" crane loads the counterweight, then goes back to start loading up the Cliffords. The forklifts take the track section back to the parking lot (and its still in the same place it was when they did that), and started unloading the trucks.
I think we'll see some more track being put in place once the Cliffords are gone.
