Those steps are there for evacuations. While B&M does everything in designs possible to not have to evac off a lift (intimidator has a diesel lift motor just in case power goes out as it is easier to evac at the mid course brakes). The reason it goes so far past the end of the chain is for the chain dogs on back cars, until the last chain dog disengages the front of the train would be at that point...

I can understand the evac part of it. Maybe I need to be clearer. Not the steps.... the ladder at the end that goes down that would essentially give a worker access to under the train or track. No passenger would be evacuated from under there.

If the train is past a certain point, it has to be tied back to prevent it from potentially going over. On some coasters, you can see a little sign that reads something along the lines of "If the front (sometimes back) of the train is past this point, the train needs to be secured before evacuation."

This sign should not be confused with the sign that reads "Fall restraint required beyond this point." These signs are particularly visible on many wooden coasters. Honestly if I were on a train and the train was stopped at the very top of the hill, I would ask if they could just push us over.
